The Board of Control for Cricket in India (BCCI), established the Indian Premier League in 2007 and also manages the IPL each year. The Indian Premier League was created with the intention of attracting a new generation of sports fans to the stadiums including women and children. On September 13, 2007, the BCCI announced the launch of the Indian Premier League, a Twenty-20 cricket tournament and competition based on franchises.

In addition, it was decided that the IPL will be run by a seven-member governing council that includes BCCI officials and former Indian players. The concept of the Indian premier league was similar to other premier leagues, like the NBA in the United States and England.

Due to their roles in a match-fixing and betting scandal, the first-season champion Rajasthan Royals and the two-times champion Chennai Super Kings were suspended for two IPL seasons on June 14, 2015. As a result, Pune and Rajkot were revealed to replace Chennai Super Kings and Rajasthan Royals for these two seasons on December 8, 2015, during an auction. Rising Pune Supergiant and the Gujarat Lions were these two brand-new teams.
